The Federal Senate's Environment Committee has approved an amendment by Senator Jayme Campos (União-MT) to Bill 5482/2020. Authored by Senator Wellington Fagundes (PL-MT), the proposal establishes the Pantanal Statute and sets comprehensive measures for the conservation, protection, restoration, and sustainable use of the Pantanal biome.
The rapporteur highlighted that public hearings were held to discuss the matter and that from the outset, efforts were made to construct the report by listening to civil society, especially the Pantanal people. “The project proposes the best policies for the use, conservation, protection, and preservation of the Pantanal biome. The proposal aligns with the recent decision by the STF, which set an 18-month deadline for the Brazilian parliament to approve a law granting special protection to the Pantanal ecosystem,” he explained.
The project, which now moves to the Chamber of Deputies, establishes guidelines for sustainable development, respect for local and regional diversities, and the protection of natural resources. The proposal also aims to develop sustainable tourism in the Pantanal, promoting environmental conservation, cultural appreciation, and job creation. Additionally, the text addresses integrated fire management to prevent and combat forest fires. Senator Tereza Cristina (PP-MS) emphasized that the Pantanal plain is the largest wetland in the world, with incredible biodiversity and the highest number of bird species globally.
“The Pantanal Statute fills a gap in federal law and introduces fundamental principles such as the polluter-pays principle, protector-receiver principle, sustainable development, social participation, respect for local diversities, and sustainable use of natural resources, among others.”
According to Senator Jaime, no farmer wants their properties burned as it causes damage not only to the environment but also to the rural producer. “We must respect our Pantanal people, who have been there for years and are also responsible for taking care of the environment.”
Senator Rosana Martinelli noted that the greatest concern regarding fires is, without a doubt, among rural producers. “Any fire results in significant production losses, so for all businesspeople, fire is not the best path.” Senator Margareth Buzetti emphasized that the Pantanal is experiencing persistent drought and that the statute comes at a crucial time. “We participated in numerous public hearings, and I am sure this statute will help our Pantanal.”
